Weird bug causing damage to leaves. Pics attached

hey guys,
I have been finding some holes in fan leaves scattered throughout my plants. Not a lot of them but I want to get ahead of it. It’s an outdoor grow. I have been spraying once a week with trifecta as a preventative which is for mites, mold, and pests. And I also did one spray with neem oil last week as a preventative too. I have not found a single catapillar or worms on the plants at all. The only thing I have come across is about 5 or 6 of these things. They are brown and look like they have a peice of cotton attached to the front of them. Strange looking thing.

If anybody knows what these are I would greatly appreciate some info on them and the best route to take in getting rid of them.

I don't know exactly what it is, but it has the body of a flea, look into fleas that can damage plants and maybe you'll find a match!
