Week 5 and only certain plants buds are growing?? Help

I was looking at my garden today and have been noticing that a section of my plants are not flowering like the rest( same strain, same breeder, same batch of clones) like I have half to 3 /4 of them doing great really forming up nicely it’s the start of week 5 for them however a 1/4 section of them looks to be haulted on what looks like flowers from week 2 or 3 and are not getting bigger ? What could this issue be??? I already checked for bug issue and I can’t find any sign of root gnats or anything and the plants are completely healthy looking. If anyone has ideas that would be so amazing because this is a super amazing strain that I wouldn’t like to lose. The picture above is start of week 4
 
I see traces of mag deficiency, but that is not responsible for your problems.
Things i have had influence growth were fans blowing too focused on one spot, I also had a spot where the plants grew more than the others, they were not against the reflective sides and in the far corner where they could hold more humidity.

Were the cuts from the same mom?

And I did take out an intake fan I had 2 and one exhaust could that have anything to do with it?
 
It could be environmental yeah, possibly not getting as much CO2 or whatever the missing spark is...

P.S. start feeding them some Epsom salts for the magnesium, the SO4 in it will also help with the ripening of flowers.
No need for calmag this late.
 
I will definantly trythat out with the Epsom salt! And thank you so much I’m going to put back my other intake and see if it helps
