They sure can so long as they got one of 25 golden tickets and don't own more than a certain % of the market. So the blatant loophole is that they'll back the company they're going to partner with. If it was a straight up canopy growth storefront they wouldn't qualify.

The name they picked out for the store is " The Schwaggery "
