watering too much???

hi, my seedlings have got poped up and was woundering if Im watering too much. Their each in a reg cup size jiffy pot. I have them under a 400 MHC about 2' away. And a fan blowing on the area to keep it cool. But IM thinking the wind is dring it out to fast. I water each of them about 2-3 times a day. Just a little though. I water them when the jiffy pot gets dry and all the water on the pan below it is dry.
Now i know when I switch them over to larger plastic pots I shouldnt have to water as much, since it should hold the mositure better.
Im alos using a MG (spagmuh/peat moss) mixed with some MG perlite. at a 3-1 ratio. And I put a small lyer of just perlite at the bottom of the jiffy pot, to help with drainage.
So am I watering too much or not. This is about my 3rd day starting with the lights on. So yeah Im pretty newb here

You want to keep the soil moist but not wet when germinating. Once the seed pops out of the soil you should let the soil dry comletly before watering again. This will allow the roots to streach out in search for water. If your leaves start to look droopy then you are over watering. If they do not droop then you are doing fine. Hope this helps you out man.
