Watering quick question

Everytime that i water my plants, about 2 hours later it is pretty much completely dry. Should i keep watering?

My plant is only about an inch hit with some little leaves.

5ml twice a day for a 1 inch high seedling

It depends on the size of the grow cup or pot. Keep em moist but not wet. Don't let em dry right out.
