watering question

I have a quick question about watering. I have a 250w hps light and am just finishing germinating the seeds. My question is after i transplant the seeds into the cups with soil how often do i water? Does it change throughout the grow? I heard a general rule of thumb was to push your finger down 3 inches and if the top 3 inches is dry then you should water.
