Water In Tray promotes Root Growth or not?

Does putting water in the tray under the pot help promote root growth?

Reason I ask is logical but maybe not how nature works. My theory is that watering from the bottom tray would get soaked up but would also stay near the bottom thus making the roots deeper in search for that water at the bottom.
