Can I unpot a plant wash the soil off and repot in fresh soil? Having mad problems with the soil now cause I reused it..

The younger it is the more possible this is... The older that it is, the more it will suffer shock and take a couple weeks to fully recover.
But, yes, it's absolutely possible.
Another thing you might want to look into is "Wick method" which is sticking some bits of rope into your pot, letting the rope hang into a nutrient solution that will basically "override" the soil in the pot when the roots get root bound. Look it up on the internet for a better description and pictures, that I can't provide right now.

It's not root bound I reused the soil.. An wasn't think about the bush master I put in during flower and now the plants are growing slow and not up..
