Was This Just a Bad Clone?

I have 11 clones that I got about 2 weeks ago, they were about 2 weeks old when I got them. 9 of them, are thriving, 2 others, not so much. Both are the same strain so probably both from the same mother I'm guessing. Indoor grow, T5 lights 8 6500K bulbs, never been a heat issue. Never had a humidity issue, no under/over watering issues. Ph is fine, 6.8 range. Using distilled water, FFOF soil mixed 3 - 1 with perlite, have added no nutes thus far. Does it make sense or seem feasible that this was just a shit clone to start with? It has done NOTHING since it was planted. Stem is rubbery, leaves are rigid but small. I want to try and get it at least healthy enough to take clones from it, the 2 I have are the only 2, strain is Power Kush btw. Anyone have any thing to add?

I'd give it time.. It looks pretty green still.. Is it well watered-in? did you have a good amount of runoff through the soil?
 
it has received the same exact care and conditions as the other plants which are thriving. Which is making me think it is just a crap clone, it is alive, but there is little to no growth. Ph is good, plenty of light so I have no idea why it is so stunted. Time is about all I can give it.
 
Its needs to be feed! I would go with 1 & 1/2 tsp of grow big 2 tbs of bloom big first feeding! Drooping and rubbery feed it!!!
I'll bet your also having slow growth?
I use to love ff but you never know what to do?
I'm on my last grow using it! I had I lot of low ph issues!
