Very Slow White Whidow Flowering

hello... heres our white widow into 3 1/2 weeks of flowering... the buds haven't grown since a week ago and some leaves are shrinking.. nothing has changed.. same food,watering,12/12 lights ( 3 compact cool fluorescent lights= about 3200 lumen total).. the temperature is great.. around 78 degrees..
so... any ideas why the flowers stop growing and the bottom leaves are shrinking ?? it is definitely not because of the heat.. we check the temperature every day and also have a fan in there... we keep the light no closer than 3 inches and we move them every time is necessary. we appreciate any advice at this point.. we have been trying to grow all year and this is the first female we got.
also.. when is a good time to cut some clones??

looks to me like that light might have burnt it a little. the crispy leaves appear to be next to the bulb. or it could be a slight over-dose of nutes. otherwise they look good.

one more thing... our plant has only five leaves now... what's up with that??

she's not gonna hermie on us is she??? we'd know by now i think anyway. but I'm still concerned.
