I buy most my equipment on Craigslist, they cost like $150-$300 brand new but if you take the time to look you might find one cheap, odor gets pretty strong during flowering cycle, how much is your budget??
It's better to get a fan too big and find out you need a dimmer switch than to get one too small and find out you have to buy another.
If you're enriching with co2 you won't want the fan running while the co2 is being generated, which is one reason people who want to do it properly get electronic controllers for their co2. You can do the diy version, but it's effectiveness will be limited unless you have a way of monitoring and controlling the ppm in the air.
Also, those duct booster fans are pretty shit. They're alright at moving free air, or as a booster fan in a long ducting run, but I wouldn't bother trying to make it work in conjunction with a filter or more than maybe four feet of straight ducting, god forbid both.
Much better are centrifugal fans, like this http://cgi.ebay.com/New-4-Inch-Inli...66:2|39:1|72:1205|240:1318|301:1|293:1|294:50
