So let me explain the set up and see if you can help me figure out what's going on. I got a 1000cfm 10 Inch fan with carbon filter exhausting out of the building. I have a 6 inch active intake pulling air in from outside. I have 6 1000w gavita hps in the room. Room size 11.5 x 23.5 ft.

Also I will be adding another Intake was hoping to go passive from my lung room, for now the door is cracked open to the lung room.

I turned down my thermostat as far as it would go and it pulls down to 66 degrees and it's 30 degrees outside now. Well it was 13 degrees warmer the other day and still hit 66 degrees and sticks there. So I'm confused I was trying to figure out how many degrees over ambient my room is running with no AC as money is tight during this shut down and we won't have night temps over 65 for months.

Was trying to get to within 20 degrees of outside temperature.

I'm a bit confused. Are you trying to get your lights-off temperature up?

If so, I wouldn't worry about it. 66F is fine for night time. My basement is 52F all year round. I use a bit of warmth from the vegs tent to keep my flower tents at 58-60F during lights off. I've been running it this way for three harvests now and I've had no issues. I did see a noticeable growth slowdown when I let the tents get down to the 52F the basement sits at though (before I started warming them with air from veg). I keep my tents at 78F during lights-on.
 
Maybe I can explain better now that my thoughts are clearer. I was running a test on new exhaust and intake with my lights on I was trying to see how close I could get my room to the outside temperature, that way I could see if had to buy ac now or could wait.

Anyways I'm pretty sure I figured out the problem. My 6 inch intake fan is not near as effective as I thought, I was still pulling the majority of intake air from the lung room and that room was 55 degrees.

So I shut off the active intake and only pulled air from the lung room. I was able to consistently be at 72 degrees. So I was 17 degrees warmer in my grow room than the intake air temperature. That tells me that as long as I keep the lung room at 65 degrees I should be at or under 82 degrees which is what I shoot for the majority of flower.

My lights will automatically dim to lower temp if needed, so I'm thinking I should be able to get by with a window AC in the lung room and I'm thinking that will be used the most during the hottest part of the day to keep my rooms dark period the correct temp since when I'm running my lights at night the outside temp is hardly ever above 65-66 degrees.

Sounds like you've logically sorted things out and have come up with a plan. I've seen so many people, especially new growers have the perfect environment, until summer hits, then their grow rooms are running at 95F with no way to fix it.

They just don't understand air, treat it as a temp or humidity only and try to blow it around...don't understand pressure and flow.
