Is it possible to veg under 13.5 hours of light with no ill effects?

Depends on the strain. Prolongs overall grow time or yield.

Strains are OG 18, Lemon Skunk, 24K, and Pineapple Chunk

I would assume that less than 16 hours of light will hinder growth and 13.5 hours of light may cause plants to flower. I've never done this so I really can't give a definitive answer.
