A 13-watt CFL for each seedling. Then add them as the plants grow.

I would use HO T5 instead of CFL bulbs.
That, or just get a 10 pack of 9w LED bulbs, and screw them in instead. Make a fixture if you have to, or use a couple of those 4 way bathroom vanity light fixtures or something. When you remove the globes, they are way more efficient than CFL. Might as well veg with LED if you are going to flower with LED, right?

If you are in a legal state check craigslist, there are tons on fixtures people are selling due to upgrading to Leds. 24 inch 4 bulb T5 would be perfect for a space that size.
is that around 100 watts?
would be enough for the whole veg?

Yep, roughly 96 watts.
Your talking 1 x 3 ft right? or 1m x 3m?
This could probably be crammed into a 1ft space if you bent the reflectors in, and is only $54. It would be more than powerful in a space like that, and can probably switch over to 2 bulbs for half power..
