I'm in a rdwc system wondering how long I should veg for? and when I switch to 12/12 for flower when do I start counting the flowering time? As soon as I see the white hairs?

How long you veg for depends on how much room you have and the type and strength of your lights. Keep in mind the plants will double in size after the flip.

Most people start counting flower from the flip to 12/12. In my experience it takes about two weeks longer to finish than the breeders estimate counting from 12/12, but I stopped counting a long time ago.

I have a couple of plants in veg right now that are at 3 weeks. I was planning on moving to Flower after another week. The plants are already bigger than expected, and have been trimmed and topped over a week ago. Can they go to Flower? Are they mature enough?

Yes, they are mature enough. Depending on the strain they can triple or even more in size during flower.

Wow. Interesting. Thank you.

This is them.

Oh wow, what kind of lighting are you using? And how far away from the plants? Those poor things need a lot more light, they are far too tall and spindly to support any buds. And with lighting that appears that weak the buds are going to be very sparse and loose.

That is a T-5 light that I had very close to the plant, and have since raised.

They are spindly, huh? Again, I was planning at least one more week with them.

Any thoughts on them?

A good way to tell is looking at the nodes. If they're alternating it will be mature enough.

I’ve been trying to keep the lights off those tall spindly plants to avoid burning them. Before I moved that light up to the top of the tent, I was getting worried the plant was going to grow into the light.

And again, I topped and trimmed those three spindly plants almost 2 weeks ago.

The veg period can be 0! 12/12 from seed. 1 single cola bud/plant.

Vegging is done with a cpl of things in mind.

A plant will increase in height by about 2 times it's size when put into bloom. More if it's a heavy/pure Sativa - as much as 3x the height.

You flip to bloom when the vegging plant has reached the size that is half of what you want in the end, at harvest.

Counting days or weeks is only an indication of close - at best.

Your solution at this point is to "supercrop" them!

At the point you want them to be no taller then, now move down about 3 inch's and carefully/gently pinch the stalk till it begins to collapse and bend it over to the side at about 50 deg.
This will also increase your yield a bit.

Wait. I have my flower tent, and I have tons more room in that tent. Height not a problem in the flower tent.

How do I make the spindly plant stronger?

Light and plant stakes. It's too late to make it fat and strong, you are going to have to stake them,

For that amount of growth they are about 3 times taller than they should be. You should not be able to see the stems at all thru the leaves. Here is an old example of what they should look like, and even these aren't perfect, they could have used a bit more light also. They were under hps instead of metal halide which let them stretch a bit more than they should have.
