What is this? To me it looks like the left plants are mother in 18hours and the right are on flower. Can you seriously flower plants that close to a light source?

No, that is not a veg/flower room setup. Flowering plants need COMPLETE darkness to bloom.

It's just a veg room. The large plants have flouro tubes over them, and the smaller ones have CFLs. They just aren't turned on for whatever reason. No big mystery.
