this is my veg box i have 6 4' 54w t5 on the top and on the back do i need to put a shelf in there to get the seedling closer to the light or should the light be enough to put them on the floor without them streching the box is roughly 4'x4'x24"

Bring the plants as close as you can to the lights or else they're going to stretch a lot. T5's rock, your veg chamber will do great with them.
