Using a chiller

I am in the final phase of setting up my liquid cooled lighting system and I have hit a roadblock =( I know some of you use chillers to keep the temp constant in your res.. so for those who do please help. Is the chiller supposed to suck water into the res and chill it automatically or does it need a pump attached.. or what? Mine doesnt seem to be doing anything..

i have seen some chillers at work. these tend to work on a principle of having their own bath and a compressor with a fan. the fan cools a little radiator along with the fluid in the compressor which in turn cools the bath.
the chiller should have an inlet and an outlet which you would connect with rubber tubing. the chiller has a pump to pump the now cooled bath through some hose. the hose can now be run into your res and it will keep it cool.
