Sterilize any outdoor soil before bringing it into your growroom, a hot oven will do it.
But really not a good idea...try and get some compost, grow bag, anything really.

Yeah, I would definitely say that outdoor soil is a no go. Is there a Home Depot or any garden center remotely close to you?

well store bought soil is good cuz peat moss per lite and all that good stuff , so it has a perfect drainage / water retention ratio and it also makes sure your roots are aerated , but i liv in a place where its not available and i have been able to make my local soil good by mixing manures charcoal(for aeration and drainage) sawdust and soil. and the plants are very happy. so its possible as long as you don't live where there is clay

Any good soil will work as long as it has been sterilized. Don't want any unwanted weeds, fungus, or bugs.

Perlite is good but not necessary.

Yes, I would go with it. While it's nice to have perlite and vermiculite in soil, it is by no means necessary to a grow. Your grow will be better off with the bagged soil. Good luck!
