Two Very Quick Misc. Questions

Here goes...

1. I have a Can 33 carbon scrubber. I'm just installing. I notice that it has plastic wrap covering the fabric. I'm presuming that the plastic wrap should be removed. Am I correct? (Ridiculous question but -hey - this is the noobie forum, yes?)

2. I have some seedlings that sprouted about nine days ago. They are currently under flourescents. I have them on a propagation heat pad. Root development is established in just about all of the rapid rooter plugs. Should I take the heat pad away or is the extra heat still beneficial at this stage of development?
