Two CO2 regulators faulty?

Really hoping someone can help with this problem as it’s driving me nuts. I purchased a CO2 regulator on Amazon, hooked it up and slowly turned the tank knob. The meter ball went up a little and then right back down. I couldn’t get CO2 to flow through it so I returned it. I bought a different brand for twice the price...same exact issue. CO2 tank is completely full. Anyone know what’s going on? I’m about to go buy another box, print up the return label and have it shipped back. I am just baffled as to why this is happening? I can’t find this exact issue online, which surprised me as I’m 2 for 2 now. I’m seriously ready to pay $200 or more for a regulator that works out of the box and continues to work. Am I doing something wrong or are these things just that shitty when it comes to quality?

Probably 2 stupid questions but have you plugged in the flowmeter/regulator and have you tried adjusting the flow adjuster knob while plugged in?
