Trying to get my plant to bud

My plant has a whole bunch of white hairs. I can see THC crystals on some of the leaves. So why is it taking forever for my plant to bud. On the internet it said that if you see a whole bunch of white hairs that eventually it will turn into buds so do I need more uv light or more sun or what?
 
White hairs ( pistils ) will push from calyx of plant - they are also a way to determine ripeness. Sounds like flowers are forming so you got awhile.
Look up what a harvest ready plant looks like - pretty sure yours ain’t there yet.

We need pictures. But it sounds like lack of light by the way you're talking.

You haven't given a timeframe for how long it's been growing or showing sex, and no pics to boot, so it's anyone's guess how much longer you have. It does take time(months/weeks) to ripen so be prepared to play the waiting game.
 
What you're doing here is fantastic for just keeping a plant slowly vegging like a mother plant for clones. . ..but for actual good buds, you need good light intensity, not just "some light" like they're currently getting
