topped a plant. does vertical growth stop or will these 2 new leaves keep growing up?

i would like to stop vertical growth and focus on side development. two new leaves exist above my cut and it looks like 2 new stems may grow vertical. if i keep cutting will it stop going up?
 
they will always grow toward the light. topping doesnt stop this. whats the deal? are you out of vertical space? are you flowering yet? if your our of vertical space and you havent started flowering yet your gonna
have big trouble with canopy managment.

i know they get bigger with strech im wondering if they will continue to develop nodes above my cut

yes. when you top a plant you get 2 new growth tips where you had one. the 2 new tips will grow just like the one before them.

try this- once you have a node on each new tip, weigh them down with paper clips and washers so they spread out. this will give the lower branches a chance to catch up to the new tops giving you even more top canopy.
