Can you use Dirt and used soil in compost? or is it better to start with new soil. and no dirt.?

Yes. Soil added to to a working pile will act as a starter. I'd throw it all in.

add everything to compost pile used soil,grass clippings,coffee grounds,eggshells,fish bones,left over salad and for me pig shit because i've got lots of it

add your old veggies, fan leaves,t.bags,coffee, egg shells and boxes, and any garden waste you have.
even dog hair.
