tips on lights and times

i need to know what one of these lights are better(pics below)
and i need to know if light time 9/15 would this work will it affect theyeild or bud or will it not work?

id get a better light set up if i was u and u can veg 24\7 or 18\6

i have better lights too i gota 2 foot flouro but i have room to add one i just wanted to know what ones better and howdo utell when u reach veg state and would 9/15 work for seedlings?

as for light i would at least use 4 foot fluros you can get the fixtures for $11 at home depot and they give good results i have some pix on my thread

but imgrowing in a dresser draw horizontal space is 2 feet and i adding anotherlighton other side of drawer and hightis limitedso i must us tie down method

and anyone know how much to water in each stage and how long to wait untilnext watering?
