Yes its a hermie, and I wouldnt cut the balls off you need to kill the entire thing. Just cutting them off wont stop more from growing and it can ruin your whole crop. The risk outweighs the benefit IMO.
If thats your only plant or you have just a couple more then Id say its ok to cut them off, just watch them daily for more. I have tried cutting balls off a hermie only to find seeds after harvest.

NO it's not a hermie. Those are definitely not 'balls' of the male plant! These pictures are of male plants with preflowers and flowers. Your plants are definitely female, and the bulbs you see at the joints have a pair of hairs coming out, saying they are female. You plants look very nice might I add!
