Dmitry Medvedev, this video is from 2009. The video that @Uncle Ben put up though is widely known to be edited - so once again we see that Uncle Ben is too stupid to check his sources. In this video President Obama is actually introducing Dmitry Medvedev, then the Russian President, to US officials. When his hand is out? He's doing directional gestures introducing the officials to Medvedev. If anybody knows anything, the last person being shown in the clip is *former U.S. Commerce Secretary Gary Locke.

Huge fucking duh.
