The never-ending question. Is she ready?

I have 12 indoor sativas. I am in week 9 of flower.
1.Are the buds in the photo ready?
2. Can I partial harvest? Buds lower aren’t as developed.
3. Curing... I have a towel closet with an exhaust fan in the ceiling. Temp is about 70°. How long do they need to hang?

This is my second my grow, my first inside. Thanks for any and all help.
