it's not the fact that they're out of the country, as you'd be hard pressed to find a bank in the us borders, it's just the fact that logic is a theif.. plan and simple..

best seedbank update is a good spot to check out what others have to say about banks, and it's much more up to date than greenman's page, plus you're not just dependent on what one person has to say about a bank, you get to read many many reviews from multiple people..
