It's not clear if the object was ever identified. The New York Times reports
that the US Department of Defense programme was shut down in 2012.

...and the follow up

Cmdr. David Fravor says in 2004 he had an unforgettable encounter
with a strange aircraft he believes was defying the laws of physics - maybe a UFO
