TDS pen calibration

I bought some calibration solution that says 1500 ppm at .70 conversion factor.

It says to dip it into the solution and calibrate it to 1500. Well when I put it in it said 70.(you multiply by 10 to get the ppm) I turned the calibration dial to put it to 150 and it only went up to 90.

Does this mean I need a new pen? Or what am I doing wrong?
