T5 Seedling Scorch?

New room, new gear, trial run with bagseed.
Started with a T5 44 (4 bulb 4') for veg, about 6" (then 9") up, and wilted all the 1st little leaves, about 1 week since the beans popped. This happened on 3 of 3 newborns..
Water is r/o, PH'd to ~5.8 .. No Nutes yet
Medium is Perlite with 1" rockwool starters in 16 oz cups
Rockwool and Perlite were both flushed before use.
Got little white roots coming out the rockwool
Temps 60s-70, Humidity ~40

Questions: Is this bigger T5 too much for these little seedlings? Are they toast, or can they rebound?

Other thought, perhaps the rockwool was too wet?
 
T-5's are a bit intense. I toasted some clones using my new T-5's, I normally use T-12's.

Great lights, but there is a learning curve with seeds and clones.

Have no idea if they will bounce back or not.

keep your air moving between lamp and plants.

Humidity is a little on the low side for seedlings +60%

Thanks guys, just picked up a dome and will try an 80w GroLux. How long would you suggest under the smaller light, before moving back to the T5?
Forgot to mention there's a standard box-fan running on low 24/7.
