Maybe add 1/4 tbs of Epsom salt to a gallon of plain water and try that. Looks like a micro nute deficiency of some sort. I tried to look in the plant problem section but the pictures have expired. I have a file somewhere buried that has all the plant problems. A quick Google of MJ plant problems would tell you exactly what's going on.

Edit: a touch of calmag may do the trick as well. Could be a slight Mg deficency

Would I apply this water to the root zone or foliage I did top soil along with a littlle bit of compost tea it has not looked to be any worse since I did that nothing effected towards new growth should I still go ahead and apply this

Yeah just add some Epsom salt to your water and apply to the root zone. I've never heard of it being applied as a Foliar spray so I can't say either way if it works but I do know you can add it to your water and apply it or......just sprinkle some and mix in as a top dress and that works as well.
