Any HID light bulb requires a cool down period before it can re-strike, it's the bulb not the ballast. And they will not come with a switch as they are meant to be installed into a set location with lighting control in a more accessible location. If you want an override switch before your timer, you can always install a toggle switch that controls the plug that your are using for your ballast.

And using something like that just make sure that it can handle the inrush current from your ballast, some of them are made very cheap and could be a fire hazard if underrated.
