Stunted?

So I'm past the 3 week mark of veg, my 2 babies are about 4 inches tall, still producing good leafs and now growing just about an inch a day.

Are they stunted?

Lights:
16/8

Nutes:
full strength (haven't got a ppm meter yet)

Issues:
Alge in tank (taken care of now)
Purple stems
Some deficiency issues

Type of grow:
Bubbleponics

Thats what I'm thinking too... I'm looking at other grows and they are massive, mine are already starting to produce stems at the stigma (I think thats what it's called the area above the larger branch connected to the stem) The leaves coming off of them are looking dang healthy and popping up fast.
