starting first cfl grow how mutch light for 20 seedlings

I have a 45 gallon tot from walmart and its all lined with mylar now I have it wired up with 9 2700 lumen cfls but I can take some away for now when the seedlings pop and they need light how much should i give them the first 1-3 weeks half or 1/4 and how far away with them being young I was thinking half the light 10 inches away for 1-3 weeks HELP I do have a fan when do I start runing that.and 75-80 deg. is good right thanks
 
You want 6500k for vegging.

I've seen, in 6 oz containers, as many as 6 sprouts per 26w w/reflector (so, as few as four 26w CFL bulbs).

With CFLs: more bulbs > less bulbs, typically, with wattage being equal. The smallest wattage CFL you should use is 13W(actual), which typically have around 69 lumens per watt. Up to around 65 watts, this remains fairly consistent(upper 60's). Over 100 watt(actual, single bulb), this can drop to 50 lumens/watt. Pretty much 71% of the output. Hardly seems worth it.
