the one that looked a lil bad wit the brown around the leafs completely changed in 1hour to no brown and 4 nice look leafs...wow that was fast

I am thinking you can get a smaller bulb. Correct. Not familiar with that ballast.

Yea i had just watered them not to long before I took those pics plus its Foxfarm soil if u were wondering why it look so moist
