soil temps for seedlings/ clones?

my lights off soil temps for seedlings are around 65 degrees , maybe even less due to a new grow place. they are a little slow growing and more pale than I like, is there a optimum temp to shoot for and simple solution please thanx, goathead
 
I would get a heat mat if I were you. 65 is ok but not all that optimal. 75-85 is more like it. Heat/propagation mats generally will keep the temps 10 degrees or so warmer than the surrounding environment. 20 bucks or so and well worth it.
 
Heat mats can be had for cheap by going to a pet store and buying a reptile mat. They come in rain forest or desert models. Go for the desert. Under a cheap tray and dome and you're good to grow.
 
I just started some clones and my room runs around 65 at night. I put them on a heat mat and they were happier the next morning.
