Right i got an 400watt lightbulb hps but I don't have nothing so it can be turned on for my growth any ideas?

Get something so it can be turned on. I believe they're called ballasts.
While you're at it, you'll want a reflector as well, and, perhaps, a cool tube.

So your saying you have the bulb and thats it?
If you you will need something for your bulb to screw into and a ballast to run the bulb.
Do a quick google search for 400w HPS system. It will show you everything you need.

Heavy tin foil will do for around my box won't it?

Mylar or flat white paint is your best bet

Not trying to be a jerk but you need to do some searching your self. People on this site cant do everything for you. That last link I found with those prices took me less then a minute to find.
