I'd believe that more than "small seeds are fem"... Its quite possible that a certain sub-species of cannabis would have a particular sized seed
I've never heard the size thing, but so far, since I got it, this chart has worked for me 4 out of 4 times.

I've read articles written by breeders (among others) who say you get a higher ratio of females under the right conditions with regular seeds. That container size and environmental factors can influence a plant into being male or female and seedlings under the slightest amount of stress will tend towards being male 50% of the time; in other words that the sex isn't predetermined and you can get a higher percentage of females under such conditions.
I have also seen this chart before, anyone happen to know where it was originally printed? It would be interesting to put into context with whatever other information was in that publication. But, if it were true it seems to me that 'feminized' seeds would be selected in that manner as opposed to being bred to be feminized seeds as they are.
