Small plants need advice PLEASE

I have been growing for about a month and a half and my plants are still really small. About 6 inches tall with not to many leaves. I used five 42 watt and one 23 watt 2700k cfl's on four plants. I just switched four of the 42 watters with four 26 65000k cfls. Will this fix my problem?

6500k is a better spectrum. I use one warm bulb and one cool bulb per fixture.
They should like the 6500 better!
