small plant problems need help!

these pictures are one of my jack herrers but latly outside i been checking them and seeing that most the plants inside the pots the soil is turning green..? and at the bottom of the stem they have small round white circles? i know its from the rain but wut should i use to take care of it? i was gonna try neem oil but im not sure if its gonna take care of it...suggestions?

to be honest bro you should prob try to transplant that in to better soil such as fox farm ocean forest or any other recommended brands. The green looks like algae actually so you should be fine

well i have other ones this was jus one i put on the ground. they have sunlight about 7 hours aday. latly its been raining 3 times a week sunlight jus came out latly so im hopeing it goes away its like a mildew or sumthing on them i might jus get the neem oil?
