My girls bout 28 inch what will happen if I take 3 inches of the top of them

I Lolled. But as a serious reply: They will start to bush out more, producing new branches from the lower internodes creating a shorter, bushier plant. The process is known as topping or fimming depending on exactly where and how much you chop off.
