Sick Plant

Does anyone know what could be wrong?

I cant tend to this plant everyday so the lightings a little screwed up, its growing really slow and showing signs of sickness or disease.

150w cfl in a semi-cold basement.

Do i need a light timer for it to grow?

Pistils are also very crystally but won't bud.

No foil...more light-soil..a little fan...get heat around 80 or a little less...

It's got a nitrogen deficiency, but it ain't bad. Looks a little over-watered, but that's to be expected with low temps, so if you can't get the heat up, use less water, and don't use a whole lot of fertilizer either. Aluminum foil is an insulator.
