Should this be good for 15 plants?

Just opinion. Looks pretty good to me. Is that in 3gal pots? I'd get a little humic, dolomite and humus in there. Just opinion.
 
I would make larger!
With your perlite and peat I would mix in equal parts organic soil as a base. Than add rest of amendments. And when you say into ground. Your digging holes and planting outdoors? In that case I think you want minimum 10 gallons for each plant. IMO
