Ok you have an autoflower.
Feed LIGHTLY and include a LOW N calmag product in feeding.
I don't see a watering problem, but remember to water when soil feels dry to the touch below the surface and as the girl grows - dry down to about 1 inch before watering.
NO Ph problem! On that note, Soil will self adjust Ph to 6.5 to 6.8. unless the Ph of the water is below 5. or over 8.
Most quality nutes are Ph neutral.

I would. This mutant from seed has two main stems. Gonna make great colas. Yield not gonna be up there granted on mine. But its producing.

Water probelem can mean the following:
Ph issue, temperature issue, alkalinity issue, calcium lockout, nutrient lockout, low oxygenation, too much water, too little water, wrong amounts of nutrients used, pH up or down used incorrectly, water toxicity, water sterility, the list goes on and on. I doubt you checked all these. I can see you "watered" them all the same because they all have the same issues. I don't think its a watering problem i was just saying.
You got a root diesease that is preventing your roots from growing rapidly, and taking up the proper nutrients for growth. Your plants look like mutants because they are being eaten under the soil and robbed of their food. You soil is not aerated properly and your soil is packed too tight holding the water too much causing overwatering. I can see that just looking at your pics. Your plants will be stunted and grow slow for the rest of their lives unless you fix em.
