Should I feed these?

Just hoping for a little feedback here. This is my first grow and I'm unsure about feeding. It's been about three weeks since these broke through the soil and growth seems painfully slow for their age. I haven't given nutes yet, but I'm wondering if I should start. They're being grown outdoor.

This is the soil they're in. I transplanted them from cups nine days ago. Is it too soon to give them a light feed?
