Sending seeds to Apartment

hey i live in apartment and was wondering if it is as safe as any mailbox to ship it to, im trying to good lowryder blueberry seeds to if anyone knows of a good place
the blue lightning from dutchbreed seems chill but there site to send to the us using paypal is down....
any ideas?
