Seedling Strom Damage

Almost two weeks ago this seedling had its main growth tip taken off by a piece of hail. All that remains is this starter leaf, it has gotten a little bigger but basically it has not done anything since the damage. Can i save it? Just today i clipped the tip of the starter leaf, because i think i remember reading somewhere that if that leaf is damaged it will stimulate a new growth tip. Is this correct?

its 50/50 now whether it'll survive keep it watered and hope for the best man!!!!!

Have you ever heard of causing minor damage to the leaf to promote new growth? I only had 3 good seeds, bought online as Indica Mix, about 5 years ago. Only 1 of the 3 have came up ok and i wanted to try to save this one.
