Seedling no growing tip

Been like this for about 5 days now. About a week ago its growing shoot grew into this and nothing more. Close to the time I fed. Any ideas?

Soil is Promix HP
Fed once with 1/8 feed of biothrive grow about 5-7 days ago.
Haven't taken Ph yet but have Canadian Tire soil test kit
Temps between 23-26c daytime and 18-23c night time.
30-50% RH
250w MH, 6" exhaust, 4" intake.
Seedling growing in same conditions is doing well.

What I was afraid of. Won't be using these seeds again.
